The UEFA European Championship Regulations

The Euro 2016 included two stages: qualification and a final tournament. Countries, federations of which are officially recognized by UEFA, are allowed to take part in qualification. This part of the tournament lasts 2 years and lets diminish the selected teams number to 24.

All qualification participants are divided into 9 group of 5–6 teams. 2 pots (seeded and non-seeded) are formed during the draw process. At the qualification phase each team plays two (home and away) matches. All winners in groups and the best 3rd team enter the final stage of the tournament.

Pursuant to the current UEFA rule, in case of equal scores the best team is determined while considering the following aspects:

  1. The greatest number of points scored in the head-to-head games;

  2. Goal difference in head-to-head games;

  3. The number of goals scored in the head-to-head match;

  4. The number of goals scored in the away head-to-head match;

  5. The difference of scored/missed goals on the completion of the whole stage;

  6. The total number of goals scored during the whole group round;

  7. The total number of goals scored during the whole group round away matches;

If all seven items do not allow to reveal the best national team, Fair Play rates and the blind draw are applied.

The qualification stage ends with butting matches of eight top national teams, which have taken 3rd places. The worst team, finishing 3rd, doesn’t take part in butting matches and gives its place in the final to the host country.

The final tournament

This Euro part includes 24 teams divided by seeding into 6 groups of 4 teams. At this stage rivals meet each other once. Two best teams enter the play-off round, where winners of one group meet the team that finished second in the other group. When the score is tied, the top team is defined with regard to such rates:

  1. The number of points scored in the head-to-head match;

  2. Goal difference in the head-to-head game;

  3. The number of goals scored in the head-to-head match;

If the opponents meeting ended in a draw, the best team is identified after considering other aspects:

  • The difference of scored/missed goals on the completion of the group stage;

  • The total number of goals scored during the group stage;

In the play-off round matches are held till the win: two extra times of 15 minutes each and a penalty shootout following the regular time are suggested. In 2016 a match for the 3rd place returned to the European Championship bringing bronze medals to its winners.
